{"id":216,"date":"2026-01-10T09:00:00","date_gmt":"2026-01-10T08:00:00","guid":{"rendered":"http:\/\/localhost\/c21auteuil\/impots-locaux-immobiliers-guide-complet\/"},"modified":"2026-07-21T14:45:22","modified_gmt":"2026-07-21T12:45:22","slug":"impots-locaux-immobiliers","status":"publish","type":"post","link":"https:\/\/new-auteuil-immobilier.fr\/en\/impots-locaux-immobiliers\/","title":{"rendered":"Local Property Taxes: A Comprehensive Guide"},"content":{"rendered":"<h2>Local Property Taxes: How to Understand and Calculate Them?<\/h2>\n<p>Our <a href=\"\/\">real estate agency in Paris's 16th arrondissement<\/a>, our CENTURY 21 Auteuil Immobilier and Auteuil Seine offices will explain the main local property taxes: property tax, housing tax on second homes, TEOM, taxes on vacant properties, and more\u2026 These are essential details to know before buying, renting, or keeping a property.<\/p>\n<h2>What is a local property tax?<\/h2>\n<p>Local property taxes are taxes collected by local governments (municipalities, intermunicipal associations, departments, and regions) to fund local public services: schools, roads, sports facilities, waste collection, and urban development.<\/p>\n<p>They relate to the ownership or occupancy of real estate: apartments, houses, parking spaces, commercial spaces, land, etc. The main ones for an individual are:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Property tax (on developed or undeveloped properties);<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">The housing tax on second homes;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">The TEOM (household waste collection tax) or, in some municipalities, the REOM;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Taxes on Vacant Housing.<\/li>\n<\/ul>\n<p>Each tax has its own tax base, but they are all based on the <a href=\"https:\/\/new-auteuil-immobilier.fr\/en\/land-registry\/\">cadastral rental value of the property<\/a> and on rates set by local governments.<\/p>\n<h2>How does property tax work?<\/h2>\n<p>Property tax is payable by any owner (or beneficial owner) of real property as of January 1 of the tax year, regardless of whether the property is occupied, rented, or vacant.<\/p>\n<p>It applies to most properties that are \u201cfixed to the ground\u201d and qualify as buildings: apartments, houses, parking spaces, outbuildings, commercial premises, and certain parcels of land.<\/p>\n<p>His calculation is based on two factors:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">The property\u2019s assessed rental value: this is the theoretical annual rent the property could generate if it were rented; a 50% deduction is applied to account for expenses (maintenance, insurance, management, etc.);<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">The tax rate, which is set each year by local governments (municipalities, intermunicipal associations, and departments).<\/li>\n<\/ul>\n<p><strong>Good to Know<\/strong>\u00a0: The amount of the property tax = assessed rental value \u00d7 50% \u00d7 the approved tax rate.<\/p>\n<p>In the event of major renovations (expansion, adding a story, change of use, etc.), the owner must report them: the new rental value will not be taken into account until January 1 of the following year.<\/p>\n<h2>What property tax exemptions or reductions are available?<\/h2>\n<p>There are many situations in which a property owner may be eligible for property tax relief. These programs may take the form of a full exemption, a temporary exemption, or a partial reduction, depending on the owner\u2019s profile, income, or the characteristics of the property.<\/p>\n<h2>Exemptions Based on Personal Circumstances<\/h2>\n<p>Some people may be completely exempt from property tax on their primary residence. This applies, in particular, to:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Homeowners who are over 75 years of age as of January 1 of the tax year, provided their income is below the statutory limits;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Recipients of the Solidarity Allowance for the Elderly (<a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F16871\" target=\"_blank\" rel=\"noopener\">Aspa<\/a>) ;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Recipients of the supplementary disability allowance (<a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F16940\" target=\"_blank\" rel=\"noopener\">Asi<\/a>) ;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Recipients of the disability allowance for adults (<a href=\"https:\/\/www.service-public.gouv.fr\/particuliers\/vosdroits\/F12242\" target=\"_blank\" rel=\"noopener\">AAH<\/a>), also subject to means testing.<\/li>\n<\/ul>\n<p>When the criteria are met, the tax authority automatically applies this exemption.<\/p>\n<h2>Temporary Exemptions for New Construction or Renovations<\/h2>\n<p>Certain situations may qualify for a temporary property tax exemption:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">New construction, reconstruction, or additions are eligible for a two-year exemption, effective January 1 following the completion of the work (a declaration must be filed within 90 days);<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Major energy-efficiency improvement projects may qualify for a tax exemption of up to three years, provided the local government has explicitly approved it.<\/li>\n<\/ul>\n<p>These measures are intended to encourage construction and renovations that improve the energy efficiency of homes.<\/p>\n<h2>Tax Relief for Social Reasons or Due to a Vacant Residence<\/h2>\n<p>There are other measures that can help reduce property taxes:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Homeowners between the ages of 65 and 75 are eligible for an automatic tax credit of 100 euros, subject to income requirements;<\/li>\n<li aria-level=\"1\">Vacant housing units may be eligible for a tax abatement when the vacancy is beyond the owner\u2019s control, lasts at least three consecutive months, and affects all or part of the property. This tax abatement is not automatic and must be requested by December 31 of the year following the vacancy period.<\/li>\n<\/ul>\n<h2>Income-Based Property Tax Cap<\/h2>\n<p>A cap on property tax may be granted when:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">The owner lives in the property as his or her primary residence;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">His or her taxable income does not exceed the limits set by law;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Property taxes account for more than 50% of its revenue.<\/li>\n<\/ul>\n<p>This process is not automatic and requires filing a request with the Public Finance Center as soon as you receive your tax notice.<\/p>\n<h2>How does the housing tax work for second homes?<\/h2>\n<p>Since 2023, the housing tax has been eliminated for primary residences, but it remains payable on secondary residences.<\/p>\n<p>It, too, is calculated based on the property\u2019s assessed rental value, to which rates set by the municipality are applied. Some cities, particularly those in high-demand or highly sought-after areas such as Paris, may set:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">An increase in the housing tax on second homes;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Specific rules for underutilized housing.<\/li>\n<\/ul>\n<p>As the owner of a second home in the 16th arrondissement, it is therefore important to factor this tax into your overall budget for purchasing and maintaining the property.<\/p>\n<h2>What is the TEOM (household waste collection tax)?<\/h2>\n<p>The TEOM funds the collection and processing of household waste. It applies to all properties subject to the property tax on built structures, even when the property is temporarily exempt from property tax.<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">It is usually listed on the property tax bill;<\/li>\n<li aria-level=\"1\">It is payable by the landlord, who can recover it from the tenant through the <a href=\"https:\/\/new-auteuil-immobilier.fr\/en\/rental-charges\/\">rental expenses<\/a> (excluding management fees).<\/li>\n<\/ul>\n<h2>What taxes apply to vacant housing?<\/h2>\n<p>Several measures may apply depending on the location and length of time the dwelling has been vacant:<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Tax on Vacant Housing (<a href=\"https:\/\/www.economie.gouv.fr\/particuliers\/impots-et-fiscalite\/gerer-mes-impots-locaux\/tout-savoir-sur-les-taxes-sur-les\" target=\"_blank\" rel=\"noopener\">TLV<\/a>) : for unfurnished housing units that have been vacant for at least one year and are located in so-called \u201chigh-demand\u201d areas;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Housing Tax on Vacant Dwellings (<a href=\"https:\/\/zerologementvacant.beta.gouv.fr\/lutter-contre-la-vacance\/outils-de-lutte-contre-la-vacance\/pourquoi-instaurer-la-taxe-dhabitation-sur-les-logements-vacants\/\" target=\"_blank\" rel=\"noopener\">THLV<\/a>) : In municipalities that do not apply the TLV, the local government may impose a specific housing tax on dwellings that have been vacant for more than two years.<\/li>\n<\/ul>\n<p>Furthermore, even an vacant property is still subject to property tax.
