What is the Housing Information Booklet (CIL)?

The Housing Information Record (CIL) is a digital or paper document that centralizes all technical and energy-related information about a home. Similar to a health record for your home, it compiles the history of work performed, renovations, and the property’s energy performance.

The primary purpose of this report is to encourage and facilitate energy-efficiency renovations in homes. By providing a detailed history and accurate information on the condition of the home, the CIL enables homeowners and prospective buyers to better understand renovation needs and effectively plan the necessary work.

The CIL is part of a broader effort toward ecological transition, aimed at reducing energy consumption in France’s building stock and combating energy-inefficient buildings. According to the Ministry of Ecological Transition, this measure should contribute significantly to achieving national climate goals.

What is included in the CIL?

The CIL is a comprehensive guide that brings together a wealth of essential information on housing. Here are the main topics it covers:

  • Floor plans and diagrams of the home’s water, electricity, and gas systems;
  • Operating, care, and maintenance manuals for the equipment;
  • Mandatory technical inspections (DPE, asbestos, lead, etc.);
  • A detailed history of the work performed, particularly work that has a significant impact on energy performance;
  • Information on heating, cooling, and domestic hot water systems;
  • Details on thermal insulation, including insulation for roofs, walls, and glass walls;
  • Any energy-efficiency renovations that have been completed and their impact on the home's energy performance;
  • Recommendations for improving the property's energy efficiency.

When is the CIL required?

The CIL is required for multi-family or single-family residential buildings and their outbuildings (such as annexes) for which a building permit or prior declaration has been filed since January 1, 2023.

Who is responsible for completing the Housing Information Booklet (CIL)?

The responsibility for creating and updating the CIL lies with the property owner. However, various parties may contribute to its development:

  • For new housing, the project owner (usually the developer or builder) is responsible for creating the initial CIL;
  • For existing homes, the owner can seek the assistance of qualified professionals to help gather the necessary information;
  • Tradespeople and companies performing work on residential properties must provide information about their projects to contribute to the CIL.

Is it necessary to provide the Housing Information Booklet (CIL) when selling a property?

Yes, if the home is sold, the owner is required to provide the CIL to the buyer. This must be done no later than the signing of thenotarized deed of sale. The CIL must be provided in the condition it is in at the time of sale, thereby reflecting the property’s history and current condition.

Transferring the CIL during a sale offers several advantages:

  • It provides greater transparency regarding the condition of the property and its history;
  • It allows the buyer to better assess potential work and the associated costs;
  • It can serve as a selling point for well-maintained, energy-efficient homes;
  • It helps the buyer visualize themselves in the home and how they will manage it in the future.
